PVE:
solo questing: tabbed chill strike, entangling force, steal time, conduit of ice (I spec'ed for assailing force).
dungeons: same as above, but would sometimes switch out EF for shield/shard of endless avalanche/sudden storm.
PVP:
tabbed ray of enfeeblement, chill strike, entangling force, conduit of ice.
Before I respec'ed from a renegade based build, I would use shield/sudden storm in place of conduit (since its quite pointless without the 15% mitigation reduction from the feat).

Singularity if things are too spread out. Oppressive is good to point-blank something. You could replace Repulse with Shield for better defense and AOE push/damage potential.
Another loadout might be
Entangling Force, Shield, Icy Terrain, Tab: Conduit of Ice.
Shield up. Open with Conduit, start shooting, perhaps Ray to get the Freeze on. Terrain when they get close, hopefully locks out the rest of them. If not, you can blow your shield to send the now-slowed foes flying. Entangle something. Rotate Rays.

I suppose it could depend on your feat setup, but I think it is near impossible to tab slot anything besides Chill Strike. The aoe radius is fairly good, there is no damage fall off, and if it crits, it crits everything. Additionally if you picked up the 15% aoe damage from feats, and took evocation [for another 15% aoe damage] and if you take thaumaturge snap freeze feat thats another 20% damage. 1 shotting groups of enemies prettymuch garaunteed is very fast for questing and even if I'm hitting 1 target it just does a lot of damage. Otherwise I rock shield [also benefits from aoe damage, very nice finisher, and reduces the need for a companion], sudden storm for pve [even bugged it still does a lot of damage] and otherwise I dont feel it matters much, lift is the best out of the other options. I am not very impressed with: Repel, Enfeeblement [for pve at least], Icy Terrain, Conduit, and I am told Shards is very awkward and weak. I also hear ice rays is very mediocre, I am however looking forward to steal time. I am currently 38, at 45+ I'll be rocking tabbed chill strike, shield, steal time, and lift. With Singularity and Ice Knife for dailies.
I am not looking forward to 15% mitigation on conduit, does anyone else wish that our final point feats did not specifically buff a single Power, I do not like being locked into using a particular Power, and would have much preferred some kind of passive that is independent of particular skill types. Additionally I would almost certainly choose *anything* besides Spellstorm, other than Eye of the Storm I feel everything else is largely useless [albeit my opinion would change slightly of Sudden Storm wasn't so bugged].
I use the cleric companion but I could see the man at arms working just as good, although in general I dont feel there is a need at all for a companion at this point.
The point I was making, is that the bonuses you get from Chill Strike far far exceed the bonuses you get from tab slotting other skills. The only reason I would possibly slot something else [at least in pve] is for flavor, which is disappointing. I feel most skills dont gain much from tab slotting in general.
I guess the point I was making, is that slotting something else instead of Chill Strike would slow me down significantly. I would rather be able to make whatever choice I wanted, rather than feel compelled to choose a particular Bonus [Chill Strike] because it is much much stronger.

Pretty much have to put Chill Strike in TAB for maximum damage in PvE. Chill Strike only hits and freezes 1 target if not in TAB. In tab it turns into a POWERFUL AoE damage spell with a relatively short cooldown.

Renegade Spec with a mix of Opressor. - Wolf/Cleric (Depends how lazy I feel about dodging)
Admittedly Chill Strike may be a better tab skill, especially in dungeons. While soloing however, I found the AoE Sudden Storm mows down enemies, especially minions. Combined with Conduit of Ice and I can clear packs is relatively short order. I occasionally swap in TAB Repel for the Cone Knockback when I'm going to be fighting larger groups reposition melees or mass interrupt casters.
