The launcher displays information using IE. You are getting an error because their servers are down. It is not uncommon for programs on Windows to use IE to display information using IE even if it is not your default browser. There coding is fine and falls under common programming.

It's opening IE in a new window. It's never done that before, even with the servers down.

I am more than a little annoyed by the constant issues. Yes, I get that it's BETA; I have been in lots of open/closed BETA's... this has to be the worst in memory.

Is their an estimated time for the program to launch anytime soon?
Calm down, the game is still pre-production and thus not operating perfectly, reserve your anger for such occurances post the official release
Spoilers: This is affecting PWE entirely, STO too, so you can't just use the lazy(and usually unrelated) "it's a beta" excuse Wipe the brown off your nose, even though in this particular case it really isn't directly PWE's fault either

Show me the official documentation of this game's gold release.
This phase of development is for fine tuning so that they don't have these problems during the official release. Everyone participating should be logging bug reports for each and every bug they encounter in the game. Few actually do, but doing so is the whole point of having early access to the game.
They're taking money, so they owe us stability. If this was a true beta where we weren't being charged for anything, where the tacit agreement is we trade our playing time for the help we provide for bug-fixing, sure, go ahead and test server scaling; but if people are handing over money like they are, the infrastructure better be ship-shape.
They haven't taken any of my money, I've been able to play just fine and had a reasonably fun time.
If you payed so much so soon then you only really have yourself to blame... maybe a lesson for the future, "try before you buy".

So by your definition, any game you pay money to pre-order has then been "released." You shelling out cash has no bearing on a game's official release. I can see why some people are disappointed. They paid money for services in a game while it was still being BETA tested. Unless they were completely oblivious as to what "Beta" means in an mmo, then they should have expected a less-than-perfect game. Why would they bother to keep testing a game and not put it into full release if it were perfect? Your ignorance/carelessness is the only thing you can blame for spending $$ on a game in beta, then getting angry because the game is in beta. /smh
I'm not going to spend money.. So I don't have too much to be angry about. Since the game is in beta, I think it's your own responsibility to decide whether to pay for stuff or not and up to you to face the consequences if you do...

RESOLUTION: Right Click shortcut - Run As Administrator. Worked for me. Worth a try.
