Threatening Rush Rank III Bugged ?

I'm unable to increase Threatening Rush Rank II to Rank III
There is also no Rank III enabler for future skills which we had at lvl 20.

is it normal? or my game is bugged ?

edit:
I'm Guardian Fighter at lvl 38.
This skill requires lvl 35... what's the problem ?

    how about you level up a bit and spend 40 points in your skills first. Then it you should be able to upgrade it to Rank III

    hmm. then we need lvl 40 to upgrade its rank III ?
    I was trying to keep everything organised. This is why I was very tidy about skills.

    You have to be level 40 before you can put the third rank in that skill. I'm not sure if it's a bug or not because the skill says nothing about a level requirement for that rank.

    leveling to lvl 40 its not the solution, you have to asign 40 skillpoints to unlock the 3rd rank, i was lvl 44 and it was locked until I asigned 40 skills
