I just recently got into the open beta, and noticed that the classes that I rolled have abilities to avoid attacks (block, teleport, dodge, etc.). I'm currently working with a pretty large amount of latency (wireless broadband from Australia).
I know that other games that have the same mechanic (GW2 for instance) actually make extensive use of it, and it puts a significant handicap on those that can't effectively use the ability(ies).
My goal is to avoid investing a large amount of time in a character that turns out to be unplayable at higher levels because of a mechanic that I have no chance of using.
Very important. You can dodge spells, skills, attacks, and other things. It's important. Not using it can get you stun locked, killed, nuked, etc. It's needed.

Yes, the active avoidance mechanisms are harder with higher pings, but not impossible. You'll still be able to dodge just about everything, but there is less room for error. If you're really worried about it, play a ranged class so there's less you need to dodge (although even then, there's lots of mobs that will charge etc.) Funnily enough I thought playing a tank would be really hard with a high ping, but while I'm sure i'm losing an action here or there because I keep block up longer than I might need to, it's fairly neglibile.
Short answer -> Don't worry about your ping, you'll be fine.
