I am a level 39 TR. I have a companion who fights along side. Yet, I was on a player quest today and died after being in the dungeon about 5 minutes. I returned and cleaned out several pockets of agro until there was only one group left in that area. I refused to use my Greater Stone of Health, and my pots take 33 seconds to refresh. I used every trick I have, but the mob could always beat me down before my 2nd refresh. When I was able to stealth, that gave me one more refresh--but my companion would take a dive!
I have almost finished my second GSoH in 9 days--cost $30--so I either have to learn how to fight using pots or quit the game. It's too difficult and FAR TOO EXPENSIVE!
Cryptic claims that this is not a Pay to Win game--so I would really like some help on how to win my battles without spending more cash on GSoH.
You are doing something wrong here. A 39TR can easily do player quests. Are you trying to solo a delve perhaps?

1. Buy better equips, your equips must suck
2. Potions take 12 second to refresh in combat
3. Your skills? Did you screw them up? Are you not using AOEs? Blitz, etc.
How do you get to level 39 without knowing what a Dungeon Delve is? It boggles my mind.
You know, the 5-man instances you queue up for, and that we have Dailies for? That's a Dungeon Delve.
At level 16 we unlock The Cloak Tower, at level 25 we unlock Cragmire Crypts, at level 33 it's Lair of the Mad Dragon.

Worst case scenario, party up with someone for offending quest? This game easy pretty easy to solo...I'm hoping you got the cleric companion? If not that was your first big mistake, I'm guessing along with bad gear and skill choices.
OK, I get the Dungeon Delve (didn't know that's what it was called.)
But, what about my gear? I have the best gear that's been dropped. All have been enhanced with level 5 or 7 runestones. There is nothing on the vendors that is better than the gear I own. If I have poor gear, then clearly I am missing somewhere I should know about.
I have also seen people refer to Epic quests/dungeons for better stuff. I thought that was only for level 60 players.

I'm sorry, did you really just make a post saying this game is to hard playing as a Rogue? Am I still sleeping and this is all a dream?

You can throw out your stats, the skills you use, and how you allocated your feats. People will probably be able to offer some advice. Lurkers assault is your friend. Other dailies really can't compare, even after the slight nerf.
so I either have to learn how to fight using pots or quit the game. It's too difficult and FAR TOO EXPENSIVE!
Using pots doesn't cost money, learning to play doesn't cost money, in fact, nothing in your post demands money. Save those stones for boss fights in groups. Potions and dodging work fine. I'm guessing you have the cleric companion and are just standing in fire or trying to fight bigger groups than you should. A tr should probably be using a tank companion, who will get aggro off of you, and you can damage away.
Cryptic claims that this is not a Pay to Win game--so I would really like some help on how to win my battles without spending more cash on GSoH.
Again, nothing Pay to win about this. Do you buy a good sized stack of potions that are close to your level? That's all gold is there for. Do that. The stones are a panic button, potions are what you should be using in most situations.
It must be great to be so wonderful! But, please accept that some of us are not as skilled or knowledgeable as you--and your gratuitous put down achieves nothing; except perhaps to boost your ego!
Do you use Bait and Switch? Also a tank companion will keep some heat off you until he dies. Health pots are pretty cheap. Get the strongest available for your level.

So, I'll dismiss the fact you seem to be a troll and actually try...
Shift - Do you know pressing "Shift" and a direction makes you dodge stuff? You can also double tap to a direction to do the same (or disable this in the options - gameplay)
Red zones on the ground - That shows where your enemy attacks gonna land, so you gotta move out of there asap or you'll take a big hit.
Potions - I didn't need to use at the start and at some point I had 200+ of the starting ones since they drop a lot. If you need to use them, just identify junk gear you find and sell it so you can easily buy more potions. They can be hotkeyed to 3 or 4.
Companion - Use a Cleric or Fighter to either heal you or tank for you. Depends on your playstyle.
Stealth - Do know about stealth and how it works? Are you using stealth and getting Combat Advantage as much as possible?

Sorry, not sure what a DELVE is?

Occam's Razor makes the cutting clean.
