I working towards a icy controling build, I already picked al skills i want, but out of 2 those skills I no sure which i want to put in my mastery slot.

Chill strike mastery seems to add a nice amout of dps to a low dps build (due to control focus)... Good vs boss and trash.

Conduit of Ice however seem good group CC with it adding chill, so making it easier to freeze them.

.

Which would you suggest and WHY?

You literally answered your own question. They can be switched out by dragging them over, you don't even have to go to the power menu. Use one for bosses and one for large groups as needed.

Idk what level you are so this may not be available but ray of enfeeblement is really nice on tab. Double cast on an elite/boss for increased dmg.

Actually Ray isn't working how it should in tab and IMO just isn't worth it.

The spell actually gains a little bit more dmg and stronger debuff in the tab, but stacking it on the same target only increases the mitigation debuff slightly, that and the dot doens't stack. Plus the charges aren't affected by CDR.

If you're aiming for control, definately go for Conduit. The bigger range and chill stack is great for that. Chill Strike in tab is purely for aoe burst dmg and nothing else.

Probably, a lot of moves are still bugged. I notice a huge kill speed increase on the mob when it is on though, one stack or two. Considering I am at 60 and there are multiple elite mobs and a ton of AoE dmg, I can single stack it on two mobs instead.

If I was still rolling a full ice build, I would use what OP is. I found the extra DMG though to be more with enfeeble than conduit or spike since it affects the whole party, though.

renegade spec i use Chill Strike in tab because it adds chill to all affected in range from the explosion, and im specced to do greater damage with Steal Time when affected by chill. this adds for a really really nice dmg boost. On top i get 5% of daily power each crit, as a crit spec with these 2 abilities alone on a medium size group i can pop dailies as quickly as every 30 seconds or faster.

Combine daily powers with Black Hole (lol forget name) and The lightning paragon power we have almost as much CC if not more than a cold based build with massive dps....really easy to keep adds locked down and keep the dps up.

Tab: Chill strike 1: Steal Time 2: Sudden Storm 3: Ray of Enfeeblement

Start Rotation Chill strike>Steal Time(gets immediate 5 stacks arcane mastery)>Ray of Enfeeblement(prioritized on the toughest mobs)> Sudden Storm

After 5 stack Arcane Mastery combo CS>STime for dmg combo and RoE on CD toughest Mob followed by Sudden Storm

When STime is on CD every other rotation use as preffered...Fill in with Magic Missiles for Chaos Magic buffs whenever possible
