At spell mastery it says this spell can now be cast at target location, though it is still casting at my feet, is this a bug am i missreading what the spell is supposed to do or am i just missing something in the casting of the spell?

When tab slotted you have to hit tab twice quick as the first hit shows target and second executes. You will also still have some animation that looks like your casting it on yourself but the frozen ground shows at target.
I am surprised there isn't more love for this spell. I absolutely love it tabbed

Only problem with this spell is that during T2 dungeon, or T1s, if I cast that during a big pull, everyone around me will lag while the skill is active on the floor hitting multiple mobs.
Hmm, is the skill useful? Does it do great damage? Is it a control spell? I've never touched it but would like to know more about it.
It does a small DoT to creatures in it's area and adds Chill stacks over time, it can also freeze when the stacks hit 6. It's amazing for helping out the cleric with adds, or managing large groups of trash. The Chill stack addition has amazing synergy with the Encounter Power that does the AOE dot around the target and adds chill stacks. I forget the name.

I think your thinking of conduit which works very well with it.
Also it does a short root, so not great damage but stacking chill which also slows and Condit refreshes all that chill. It also meshes great with arcane singularity as it doest let people leave the area before it goes off.
Like someone already pointed out, this skill is terrible to use on big pulls in a dungeon, if all mobs freeze then a lot of people will have a huge fps lag spike when ice is destroyed.
The reason for this is, when the ice is destroyed from damage (I think it only happens on damage, if you just wait it out it doesn't happen...I think) it will scatter ice pieces all over the place, and does so from EVERY single mob that was frozen, imagine how much ice bits flies all over the place with 20-30 mobs?
Some computers might not have any trouble with that, but mine, and most probably many others, have huge lag spikes after above.

Try: Options --> Video --> Detail --> Max physics debris objects --> slider to 0

That's always been the problem with using this one,
When you use it, it lags out everyone else around you really bad. I can do it on my character with no effect, but when other people do it around me, for some reason it bogs down my system too.
Granted its very situational also so you don't see it used much. But the Effect on this one just kills some computers for some reason.
