Zen and Characters

Ok I have a basic account and already have 2 characters. I wanted to start a 3rd to play with my mate who has just started the game. Bought some Zen put in in my NW account and yet I cannot purchase another slot or even change name, which before it was saying I need 400zen, now it says nothing.

Am I missing some thing here I have logged out and in various amounts of time still no luck, any help guys? :(

    I think you have to be inside of game to purchase the character slot.
