Cleric - Prophecy of Doom

So far I feel like the cleric dots are weak and their burst dps abilities outclass them, but this one is exceptionally weak without its feat. It takes a long duration for the abilities damage to proc and if the damage proc itself kills the target it doesn't reset the timer as it would have they died with Prophecy of Doom on them.

This should reset on dmg proc kills, spread to nearby enemies if used in divination and its cooldown resets, and probably have some of the dmg from the proc added onto the duration of the ability of itself making it an legit DoT.

EDIT: It also doesn't come off cooldown on kill in PVP at times.
