5% Gains does not stack?

Ive got multiple 5% gain on glory on my Armor and it only shows 5% glory bonus, on ther other hand if i add another equipment for 4.% gain, its gonna show up as 9%. Is this a bug or is this working as intended?

And does that mean +120 power runes will also not stack if i have multiple of them?
