Half elf Racial quest

has anyone else had luck with this? I cannot seem to locate the quest giver in the Tower district, despite combing the place.

    She's at the second (out of three) base camp areas, standing near a work table inside the ruins of a house. She's behind the campfire and the dwarf NPC that gives info on the Relic Hunt Contest.

    She's also the turn-in contact for the quest for gathering the fire bugs, which you pick up from her apprentice...somewhere else on the map.

    I'm a half elf, but she won't give me any of the racial quests. Anyone else having this problem?

    I'm having problem's with the next set of half-elf quests in Vellosk. Haven't got a letter telling me about the quest, and when I apporach the person who's supposed to give the quest they don't talk to me.
