can only use four abilities ?(not counting special )

I just hit lvl 20 and just realized that you can only have 4(tab q e and r) abilities? so from lvl 20 to max lvl and at max lvl i can only use the same 4 attacks in any one battle? this lacks any class skill and player skill. I am vary disappointed in this game now that I hit 20 and have more then 4 abilities but cant use them? really poor design and sounds vary boring at max level.
other then the above I did like the game style....

Three encounters (4 if a CW) two At-Wills, 2 dailies 2 passive skills and your tab skill. I'd say you have to be more skilled to be able to work with less tools at any given point. And if you've gotten to level 20 you know full well you don't have to use the same four skills all the way to 60.

Thats the way they designed it, they don't think you need more than 4 active
