They're not okay with it. They have been temp banning people who cheese to 60 thru the foundry. It's not easy to fix as there are probably a few million people playing. Expect them to patch in a fix soon enough.
There is usually no "official response," at least not in the sense of some forum post or other.
Usually the official response consists of people being banned.
"Participation in PVP-related activities is so low on an hourly, daily, weekly, and monthly basis that we could in fact just completely take it out of STO and it would not impact the overall number of people [who] log in to the game and play in any significant way." -Gozer, Cryptic PvP Dev

People are being banned for it, and exploiting the foundry is a bannable offense, whether you're running the quests or making them.
If you spam LFGs for foundry exploits in protectors enclave, consider yourself reported.
Listen then cheating to 60 doesn't hurt you . Who it hurts is the poor guy who joins those dungeons expecting a real adventure. Since they all rapidly get a lot of plays and show up at the top of the board. Then they think the foundry quest totally suck , which is far from true . I have done some amazing foundry quest . Most memorable ? The dark elf invasion of blacklake and the Spartacus themed one.
