LOL, I'm betting the people who keep asking this have never played a PWE or otherwise Chinese MMO before in their lives, what you guys need to understand, to PWE and Chinese MMO devs, Open Beta = FULL RELEASE, No wipes are going to happen unless it's by accident or full out equipment failure, your characters are all safe!

The answer is no they will not be wiping the characters. The reason why is that the open beta is anticipated to months long and it will just roll into the live version eventually.
The basic structure of the game is set as is the mechanics. What is left to add are a lot of fiddly little details to make it ready for official launch.

What betas have you been in!? Every closed beta I have ever been in there was a wipe just before going into open beta, always. ESO, PoE, Diablo 3, Guild Wars 2, every beta, ever. Its always a closed beta wipe then open beta, then full release when the rest of the content comes out, any stages or classes.
This game still has a race and a class to come out with, and perhaps a level cap and more content before going full release. That, by definition is a beta. An incomplete work allowed to be tested and played in order to find any flaws in the product thus far.

Pretty much this. If you are accepting money then your game is retail.
