Power deadlock situation

In relation to my powers, I have 18 points spent and 2 points available to spend. I have rank 2 in all of my powers and to upgrade to rank 3, I need to have spent 20 points total.

This results in a deadlock.

Is this a bug? If not, what shall I do?

    You must spend your points on powers you do not want in order to progress

    Since you're the only one reporting this issue I am fairly certain you're overlooking a power/class feature.

    Triple check and make sure you're not because if one of the five classes had a deadlock such as that one I know the forums would have been flooded with complaints from April 25.

    What class are you playing?

    Re-examine the choices. You missed one of them.
    The first 20 points go into 2 of each available - no other choice at this level.
    The choices come later with switching skills on/off the action bar.

    I am a Great Weapon Fighter. I have 2 in each except for Determination, that doesnt have any ranks at all. Is there something I need to do to to enable ranks for Determination.

    I have just had a look at my Feats. I see that I do not have any points for "Unstoppable Action". I am guessing that this is the reason for no ranks in "Determination".

    Determination is the tab ability if I remember correctly?

    That doesn't need points spent on it.
    Are you sure there's nothing else you haven't spent points in.

    If you had 2 in every power you would have spent 24(?) points before level 20. Have you spent any points in Class Features (yellow ones)?

    Destroyer is the only Class Feature that I have spent points in.

    Scroll down, there should be some options for powers that unlock at 15 points spent.

    Your screenshot does not include 15 pt unlocks, have you tried scrolling down?
