[Cleric] What is Divinity for?

Punishing Light's listed damage doesn't seem to be as high as Sacred Flame, and Soothing Light uses up the divinity power really fast for the heal it gives. Should I be using Divinity every time it's up? What is it used for? More damage? Nuke healing with Healing Word?

    Use it to boost your Encounter Powers. You should always be building and expending Divinity as quickly and efficiently as possible; it's a defining quality of a Cleric's skill. Punishing Light has disappointingly low damage and honestly seems useless, only real benefit is that you can still move while you cast it, but Soothing Light remains crucial for DPS Clerics.
