How to get the best items at 60?

Im not 60 yet, so im wondering how loot distribution is after level 60. Someone said that its possible to buy the best weapons etc with zen or $ - is that correct? .
I thought it was only from T2(Maybe T3 later on) dungeons you would get the absolute best items ?

    you can buy t1 items for bars from lockboxes. weapon, neck item. Best way to get gear is to get a pvp item or two and start doing the Epic dungeons. I did it that way and got around 8,8k gearscore at the moment.

    where are the vendors which sell t1/t2 gear?
