Where do I go now?

Level 27, did all the quests I could find in Blackdagger Ruins.. Can't find any new ones in any of the previous zones or PE.. any ideas?

    try J to check your journal.
    Do your dailies and level up then sgt will offer more mission in the next zone .

    Check journal (Hit J) to make sure there aren't any listed that aren't showing up on the main screen. Also double check in blackdagger, one of the final quests there should end up telling you to go back to PE. Failing that, try one of Rhix's dailys

    I think if you hit the 'K' or' L' key then a screen will come up which will have a link to potential quests of your level near the top.
