Swing your blade in a series of narrow slashes, followed by a powerful downward slam. Damage is slightly reduced for every target hit beyond the first.
I can hit only one enemy with that skill, even when mobs are "bugged" in same place.
Is that right?

Yes. In BW3 Sure Strike was AOE skill, and been best GWF at-will.
In BW4 they nerfed it to the ground. They even didnt care about fixing description.

I thought I had hit several mobs with SS if they were very close together. Could have been wrong though but I thought it had a (very small) AOE attack cone.

IIRC it's a small cylinder, and ONLY on the last hit (the one that pounds the ground). Of course that's next to worthless really, switch it out at your first opportunity.
I will say this: GWF gets REALLY heavy duty at mid-game. They are ridiculously bad 1-20 or so, and begin to improve after that.

That's strange, I am currently 27 and had NO problems at all thus far. Maybe it's because of the legacy weapon?
