1. How do we get NPCs to actually fight encounter mobs?
For example, a city falling under attack, not only the players would have taken arms. NPC guards would attack the mobs as well.
2. How do we do camera effects?
Example: Camera shakes, an explosion nearby occurs, the ground would rumble and shake, casing the camera t odo so as well.
1. There are "friendly" encounters with guards, etc. Look for those. You can't really control or script NPCs fighting encounter mobs, but that should do the trick. Note that the player will get no XP/loot when a friendly encounter group is involved.
2. There is a "ring of dust" FX (don't remember the exact name, but "ring" should do it). When this FX is present it also makes a rumbling noise and shakes the camera. If you stuck this in the ground so it was not visible, and had it spawn and then go away quickly (maybe with nearly overlapping place marker triggers?), you might be able to approximate a ground shaking explosion...

Will they actually take damage and/or die, or is that only for certain spawns? I tried having a group of bandits attack/kill a noble and he just stood there and continued getting hit.
EDIT: To add onto that, is there a way to make them fight back? They always cower for me.

What you're looking for specifically is under the Encounters tab. Look under the "Guard" subtype and that will yield friendly encounters that will engage enemy encounters.

Oh, awesome! Thanks so much, was looking for that forever!
Can I revive this thread? I'm also curious about camera shake. Is the ring of dust the only way to accomplish it?
Edit: Actually, it does work pretty well if I trigger it on a waypoint event and turn it off on reaching a different waypoint. Still curious, though, if this is the only way.
