I read somewhere after i levelled to 30 (i think?) that I have some sort of passive that refills my stealth meter whenever i kill a monster. Is this accurate at all? If so, why is this not currently the case for me and how can i fix it?
If there is such a passive, it should show up somewhere further down your powers list. You can access this by pressing the C key, then click the powers tab. Take a look and see what you find.

I think you are combining two different skills. Gloaming Cut, which is past level 30, refills i think 25% stealth meter upon a killing blow WITH THAT ABILITY. Shadow strike, which you CAN get at 30, refills stealth upon use. I'm pretty sure I got those levels right. Game is down right now so I can't double check.
Shadow Strike - PvE 3, PvP 3
The redeeming skill for the infiltrator Paragon Path; this is what makes everything work and should be included in almost every build.
Good - Full stealth refill every ~12 secs from range if needed.
Bad - meaningless damage and adding mastery points is a waste for 10% dmg.
Gloaming Cut - PvE 0, PvP 0
Slow attack with a little bit of forward momentum that deals average damage and gives a little stealth IF you get the killing blow with it.
Good - I can't say anything good about this skill, it fails to work in every possible way.
Bad - Long windup, bad damage, low stealth bar refill on killing blow makes this a pass for anyone.

I concur. I tried Gloaming Cut but the animation time and damage, etc was just way way sub-par. I still use Sly Flourish for the quick, graceful animations. I can stab one guy, spin and stab a different guy and so on, very very quickly. Shadow Strike, now, IS awesome on a stick --- as soon as I get that one, I use it ALL the time. Being in stealth augments damage and protects me from harm and is generally where I wanna be... I get the passive skills and FEATs that increase the time I can stay in stealth, reduce the stealth-loss due to damage taken, increase movement and damage while stealthed, etc... LOVE me some stealth.
What feats and Paragon path do you go for? I'm torn between Executioner and Scoundrel (Saboteur seems underwhelming). Scoundrel looks like it has some really strong early tier feats, but the final Executioner feat looks a lot stronger than the others.
Also I'm not sure if the 5 points for a bit of extra stealth duration is worth it compared to 9% extra damage on At-Will abilities. I'd want a build that can compete in both PvE and PvP.
