Cant invite friend to party

PLaying the game with a few friends all around lvl 20 but one of our friends we cant invite him and he cant invite us. Option is greyed out. Any Ideas?

    Did you already have 5 people in a group? Max party limit is 5.

    Playing with a few friends we are all level 5+ and can't invite to party and cannot see each other :(
