When trying to use the scroll button to change my distance view of the character nothing happens. I have tried mapping it to other keys with no results. The scrolling works in the chat window though.

Unfortunately you can't change the viewing distance to your character while you run around or fight enemies. There is an "Inspect Mode" though. You need to press "b" first which activates this mode. There you can zoom in or out and so look closer at your character or further around you.
I still hope Cryptic changes this, so that you can also zoom in and out while you are in the normal mode. It would give you more overview in some fights and would let you look more easily at some details in the game world as well.

There IS an option to change the camera distance in the OPTIONS menu somewhere... but it's changed ONCE, which isn't too helpful if you just want to zoom out to look around a corner, or zoom in to see some detail more closely. I concur with the motion to allow mousewheel to control zoom IN-GAME
No zoom will prob be a deal killer for me.. glad i didnt spend any money up front...was gonna buy some zen tho if i enjoyed game.
Back to looking for good games i guess.. the few i do play are getting boring.
