Pants are basically cosmetics, hence why they don't drop often at all.

Buy some from the auction house. You can craft them. ;)

Yes cosmetics with stats on them. . .

    "Basically" cosmetics.

The stats they give you might as well not be there unless they are better at higher level crafting.

    "basically" cosmetics.

I thought that the whole point of the pant and shirt slots being "crafter only" was Cryptic's clever way of keeping crafting relevant. . .

Have you seen the max level purples in those slots???

Pretty nice stats for being "basically" cosmetic. . .

Higher level "armor" covers your legs. "Pants" and "Shirts" are always just skin tight "under garments" AFAIK.

I don't know if you can tell in the image, but i crafted both a shirt and pants, they are the grey parts (i believe grey by default), and they actually do have a more fabric look to them, not just skin tight. Could depend on your settings though too. They also have stats, which always helps.

I always run around pantsless. It distracts my targets. :)

I'm glad to see crafting options though. Some of those are going to be tempting to put pants back on.
