Question(s) regarding group leveling

I was wondering if the general quest mobs scale up both difficulty and XP wise depending on how big of a party you engage them with. Say if you're a party of 2, 3, 4 or even 5 are they bumped up in both regards or is it sadly always better to quest level solo, if the XP doesn't scale ?

    I don't know about difficulty, but I remember reading on a load screen that XP and loot get better while grouped.
