Eligible Foundry quests for daily?

For the Daily Foundry quest, what makes a Foundry scenario eligible? I accepted the quest and then selected one scenario from the Foundry menu, completed it (an enjoyable one by Zebular), got the reward for that module, but the Daily Foundry quest wasn't completed.

    If I remember correctly, the eligible ones actually say they are eligible (in blue writing)
