Robe of Useless items not working?

  I never see them. Shouldn't I see them? If not then what is the purpose of the robe?

  It toss a random trash item on the ground that anyone can pick up. Its not literally worthless items since you can sell them for 2 copper or so...but its little use of it at all. The name fits it.
