I heard that the control wizard has some sort of 'arcane shield'?
If so, how does it work?
1) Full dmg absorption
2) Absorbs part of the dmg done to u (500 dmg hit becomes a 420 dmg hit where 80 dmg is absorbed)

The skill says that the shield "absorbs a large amount of damage if not diminished", meaning it would be more like #2, but probably more drastic when you first get hit (maybe like 50 or 100 instead of 500), and then closer to those numbers as you continue to take damage.

Its says large amount of the damage the same thing as deflection stat. That makes me think its a similar reduction to deflection so its like case two but it will be more along the lines of absorbing 300-400 damage from the 500 damage hit instead of 80.

Shield:
Forms a constant shield that is diminished by incoming damage. Shield absorbs a large amount of damage if not diminished, and recovers if undamaged for 6 seconds. Can be recast to pulse the shield outwards, damaging and Pushing enemies away from you, but removing the shields protection. Push and cooldown improved based on stacks of Arcane Mastery.
Spell Mastery: Shield absorbs an even larger amount when not diminished at all. In addition, the pulse will Push enemies further away from you.
From the way I read the power, it sounds like a permanent buff. You cast it on yourself, and it can absorb X damage until empty. Once empty (diminished), it will only recover once you have not taken damage for 6 seconds. If you cast it again, you get a push effect, but lose the shield and will have to wait for the cooldown to put it up again.
It's worded rather strangely, so I'm not certain. I think it was a level 50 encounter power, so few people got to see it in action. The new power system makes it available earlier, so maybe we'll have better info on it this weekend.
Not related to this topic, but I felt like replying to something I saw in that video; Arcane Presence. What it means by 34% of "the buff value" is the Arcane Mastery buff. Arcane Mastery is not Spell Mastery, which is your Tab slot. Arcane Mastery is the stacking buff you get for using Arcane powers, which increases your Arcane damage by 3% per stack, up to 5 stacks or 15% (it also increases the duration of Arcane skills the higher your stacks are, but that's not relevant here). So, level 1 Arcane Presence makes each stack of Arcane Mastery also give +1.02% damage to Cold spells, up to 5.1%.
Also, the higher levels of skills. They add the shown value, but the skill tooltip is not updated to the new value. So, for example, level 1 Arcane Presence is 34%, level 2 is +33% for 67% total, and level 3 is +33% again for 100% total (i.e., +3% Cold damage per stack, up to 15%).
You forgot to mention one very important piece of Shield in your video. The fact you can kick butt with it. Cast again to push it out, damaging mobs a fair amount and pushing them all away. So when you get hit, if you can't get away quick enough, push it out and send them flying. That right there definitely makes shield a necessary piece to the CW arsenal.

You're absolutely correct - I did forget to mention that!
The damage is equivalent to a slow time or AoE Chill Strike - at 2:39:05 in the vid, you can see me release the shield, dealing 2142 critical damage to the mob (this would have been a critical to any foe in range). If you're in a party, you may anger your teammates though as the push does a good job spreading the enemies out. Fantastic for solo play though!~
