Stipends have alwayst being isolated to the game they came from. Champions Online can't transfer their stipend to STO and STO can't transfer their stipend to Champions Online. I believe that once Zen is transferred to a certain game, then it is locked there unless you contact support. Support won't transfer stipends just Zen that was transferred to the wrong game due to carelessness.
I think OP asks a good question. I'd very much like to be able to do this as well, some day, although currently I spend all my STO stipend regularly. I know a lot of Champions Online LTSers who would like to, as well. I can see why it's in PWE's economic best interest to prohibit this, but it's standard industry practice to allow it. They should rethink this policy and make Zen just be Zen.

If they ever do that, my CO and STO accounts with their lifetimes will have plenty of Zen to last me through just about half the cash shop. I doubt they'll ever let that happen. :P
There was a way to move zen from game to game, and you where even able to move zen purchased on the various in-game exchanges.
So lifetime players that did not play STO or Champs anymore but still wanted to use their stipend on other games would buy a lot of Dilithium/Questionite off the exchange, then resell it to get trasferable zen. Yes they would lose a few zen off their stipend but it was better than letting it sit in a game one no longer played. . .
PWI removed this feature months ago.
Though they will still move your real money purchased zen to another game if you summit a ticket.
Zen bought off exchanges are now locked to the same game you bought it from.
PWI stated that this move was to "Protect the Various Games Economies" but anyone with two functioning brain cells can clearly see why they really did it. . .
that sucks I paid for 2 lifetime s on sto and haven't played since they went f2p what a waste no wonder they gave us the stipend when it seems like a lot of ppl don't play anymore

ohhhh, I totally forgot about that! I bet I have a ton of cash in both of those games, due to life time subs... unless that expires somehow... hmmmm.
Temptation to play just because I may be 'rich'?
it worked in LOTRO. :-P
Thanks,

SO unfortunately, you are screwed. . .
You answered your own question.
Lifetimes basically print zen, if they have no interest in the economy they'd just cash out and crash the value of questionite and dilithium for the players who are interested in the existing game. For people like me, who have a lifetime to at least one of those games. I'd totally just buy dilithium and resell it as fast as possible or to get zen for NWO if it was an option. But I am also okay with it not being so.
Especially considering when I got my lifetime, and the same with STO it was all under cryptic points if I recall, which was limited to the original game in question. No real policy change from when you purchased it.

sounds like a good idea & stops there
If PWE/Cryptic just let zen be zen across all games then ppl would trade it like a stock exchange & only play/farm the games where it is easier to accumulate for the moment.
Also, this would scream for ALL pro gold farmers to come barging in o.o'
