It's possible, using itemless fed-ex type quests to gain limitless XP for doing next to nothing.
I levelled a character from 26 to 30 in 15 minutes doing the following.
If two players pick up the same quest to go and talk to an NPC somewhere, usually as an intro to a new zone, it's possible for one player to hand the quest in, get the reward, and then the other player share that quest to him again to receive the same money and XP reward again. This can be repeated indefinitely.
We tried this with more than one quest and they all worked. I'd make a guess that this bug was fairly universal.
Additionally it's possible to do this with up to four players at a time, with the other party member sharing.
Needless to say, this really shouldn't be making it into live.

Yea it kinds works with every quest, quest that gives you an 18 slot bag? repeat it and get bags for every slot, quest that gives you a choice companion repeat it and get them all for free
And there are foundry quests that get finished in 20 seconds and reward you like 10% of the xp you need for a level at any level since they scale

Try doing those quests from the job board, it's hilarious. Go in, clear out the entire quest dungeon, but don't finish the last step, usually killing a final boss. Run back and exit the dungeon if the creator left a portal near the start. The dungeon will then reset, go in and repeat over and over and over.
Another fun exploit: Some dungeons, have bridges over spike traps. As any class with a push or pull ability of some sort, turn that bridge on so it spans the pit. Run around and pull as many groups of NPCs as possible. Get them all to run onto that narrow bridge. Have fun pushing them over the side with your ability for full XP and the items that will land on both sides or on the bridge, or alternatively push the button to make the bridge retract, dropping them all into the pit for similar hilarious results. Repeat as needed.
How Cryptic trolls the entire NWO playerbase: 9200 GS listed for CN, implying anyone who needs more has no skill.

How do you gain XP like this? Don't you have to actually finish the quest to get the XP? So how is this an exploit?

This is not an exploit, it is a strategy to use traps in quests to kill mobs.
