i also have this problem BUT do not have the "permissions group" button in my CP user panel.
I have tried logging out and back in several times to no avail.
i also did not receive my AD's in game or the in game title.Yes i have the confirmation that my payment was accepted.
I bought the guardian pack just after the start of BWE3 about 2 hours in when i decided it was worth getting.
and still received nothing up to the last minutes of the event.

There are currently no public usergroups available for you to join.
Check that your using 1) the right account and 2) payment completed on the PW Purchase History page then (if it pending then that your problem.
If its the right account and its missing or listed as complete on the Purchase History page then you need to contact PW support.
i only have 1 account and made the purcuse from that account through PayPal
It is marked as complete in "my wallet" from Paypal
there is nothing about it on my "redeemed keys" page as i never got a key to enter.
on the redeemed keys i have BWE3 key and 2 PC gamer horse keys.
i have contacted support but have not heard back yet.
i was hoping it was something someone else experienced and had a solution for.
