Impact of ability scores

Does the choice of ability scores have any impact at all outside of combat? Like for instance charisma affecting bluff or diplomacy in a d&d game, or is there no such rpg element at all? The reason I ask is because I want to know if there's a possibility to create let's say an inteligent rogue, because hey I want to be able to outsmart everyone in my party, or is that just plain stupid because it highly decreses my dmg and there's no real benifit to it?

This might be asked before but I couldn't find anything... hence this threat ^^

    Ability scores have no non-combat impact. Bluff and Diplomacy do not exist.

    However, they don't do that much even in combat, and every score is at least somewhat useful to everyone. A high INT Rogue is a decent idea, for reduced cooldowns, although you can't actually choose to put much into INT to start with with how the "rolls" work.

    Aaaw that's really too bad but I guess they don't prioritize the interactive rpg element of d&d :(

    Anyway, thanks for your answer building characters shouldn't be that hard knowing that.
