They never announce who won. They used to close the thread with at least a "hey, thanks for playing. Closing thread now." but recently he desn't even do that. he just closes the thread and starts the new contest.
He hasn't ever announced who had won it...
I don't think anyone ever does... :eek:

Winners of these kinds of contests usually have to sign a form that they accept being chosen as the winner, and sign over rights for their entry to the company, to protect the company's legal interests. Because of the back and forth that goes on with the legal department, this can take a week or two even after the winner has been chosen. (I won the official City of Heroes Halloween Costume Contest, Best Hero in 2004. It was a month after I signed the documentation that they announced the winners, and I was finally able to tell my friends I'd won.)
Why they don't come back after all THAT and announce the winner, I don't know, other than maybe two weeks later they think no one cares anymore? Or maybe it's part of their contact that it's up to the winner to reveal if they've won? It does seem strange, but there are all kinds of convoluted things that could be behind it.

I could understand to a degree with the "Who did what to whom, in what year and what was his pet rock's name?" contests, but any "contest" that has trivia should be going to the person that answered correctly first. Not to someone who was chosen by a random draw. But since we don't know who wins those, they really could be going to that person, and everyone elses answer is just given something to do. but really that is just wasting everyone elses time since they had no chance of winning after the first correct answer.
They could be avoiding the idea of bias, or whatever also. "Why didn't you pick my witting reply to yur picture?! the one you chose was LAME!!111".
Meh.
Maybe he will do a BIG GRAND announcement of who won the contests, maybe not individually "he won this contest", "she one that contest", but maybe "these people won this item! Those people won that item! big YAYs for everyone!"

As far as legal departments are concerned, contests are contests. If they called it a "give-away" they could skip the contracts. Again, this is based on my experiences in City, so it may vary for NW. But yes, even for silly forum contests, even in-game costume contests. Anything that the company calls a "contest" where someone can "win" something, the legal department would have to get involved. When they changed it to "everyone dress in themed costumes and we will give away goodies at random!" - that's when they could stop going to legal. (Actually I think they *weren't* going to legal at first for the costume contests, but eventually that got squashed. So they started calling them "give-aways" and handed them out and random, instead of requiring specific behavior to be a "winner".)

I too keep checking back if they would have added previous winning entries, would be nice to see. The Gollum in me says that they don't announce winners "Cause there are no winnerses my precious." :P

It actually occurred to me the other day that they may not announce winners due to privacy concerns. For example, I already have both packs, if I won and they announced it, I might feel pressure from "friends" who know it's a spare. Also, some people just don't want attention drawn to themselves. So they may just not be announcing it period, for privacy. (Which I totally respect!!)
