IIRC They said they were "working on something that would help but be fair to the guides that have already been formed." All that said, with all that is going on with them with layoffs and management shuffled around I would not expect anything soon. SH's have been way down on their priorities list for what 5+ years now? It's not a cash cow for them and it will take a lot of work to fix them. So let's hope for the best but plan for the same ol' thing.
Currently the only building cost discounts are via Guild position and AL (Alliance Level).
To calculate the discount:
Helm = (AL/250) x 25% (AL divided by 250, multiplied by 25%) Sword = (AL/250) x 12.5% (AL divided by 250, multiplied by 12.5%) Gauntlet = (AL/250) x 6.25% (AL divided by 250, multiplied by 6.25%)
In the meantime the current staff may be able to code in so after a future "cutoff date":
- The first "x" number of guilds that reached level 20 on each platform will get a Platinum/Diamond badge next to their guild name (to the left above a character's head/on the character inspect window and next to the "20" in the "find a guild" menu (left or right)). - All other level 20 guilds a Gold badge. - Level 15-19 guilds a Silver badge. - Level 10-14 guilds a Bronze badge. - Simply adjust the discounts/building costs.
*A bit more involved* Also maybe a unique: - Appearance item for players that are currently in or join the above guilds later. - Mount for players that are currently in or join the above guilds later. - Title for original guild founders ("Platinum Guild Founder", "Gold Guild Founder", etc.).
That way those that already achieved any of the various "milestones" (or do so before the specified date) can be visually recognized. "I did "xyz" before it was easy" and having something to show for it is a thing players tend to care about right? So even if overall the building costs are reduced, and or any future events, etc. involving guilds are introduced in the future particular guilds will be memorialized and have the bragging rights that go along with it. It may also encourage players to level up their guilds via the ZEN market, especially when the cutoff date draws near...

Personally provided information about currently available discounts that will reduce leveling costs and will work for guilds in the meantime if people don't already know (the information is for anyone reading the forums, not simply you). Also provided some suggestions that could be implemented that wouldn't take a lot of development resources (adding a badge to particular guilds so they could be recognized for their efforts made prior to any changes involving guilds that may come later and simply reducing upgrade costs afterwards). All of which pertains to reducing guild upgrade costs...

Again, autumnwitch stated that the devs were supposed to be/have been working on something to help guilds though also wanting to be fair to guilds already established so personally suggested giving guilds for example, that got to twenty before a certain date, badges visual to everyone AND THEN adjust the discounts/reduce building costs afterwards while whatever else the devs are working on is sorted instead of the player base having to wait until it is sorted which may or may not include building cost reductions...
