Equip power not stacking

in Bug Reports (PC)
I am seeing a issue when equipping the Dragonsteel Spikes and the Lothlian vest, both have an equip power of 5k Forte when not in a party and 10k Outgoing Healing when in a party. The Equip power is not stacking.

Is this by design or a in game bug?

    Usually that is by design.

    True but it's not in a patch note so I wanted to call it out in case it was overlooked.

    That goes back several years to rings with the same benefit not stacking. At this point, they probably feel there's no need to point it out.
