Tyranny of Dragons and New Toons

I started a new character during the recruitment event. With all the account bound items I have, my level 2 toons start out with an item level of over 37k. With this item level, I was able to pick up the opening quest for Tyranny of Dragons, go to Well of Dragons, and talk to Elminster to pick up the first story line quest. Since I'm not level 20, I can't see the adventure in my journal. I shouldn't be able to pick up the opening quest at level 2, regardless of item level.
