Lliira's Fireworks - crates without professional firework

this has probably been asked before, just could not find anything searching these forums.
for the Celebration of Lliira quest "Lliira's Fireworks" you are tasked with searching crates around Protector's Enclave which give you professional fireworks to set off at the stage.
usually, there is no issue, but sometimes (it seems like on certain characters) the crates contain nothing, but advance the quest counter so that you end up with not enough professional fireworks to set off at the stage. why does this happen?
- is it because someone else recently farmed the crate node and it just did not have time to reset? but I have been at a crate node and looted at the same time or shortly after someone else, and I have gotten a professional firework.
- or is it because someone did not loot the spectacular firework in the node, and that causes the node to break for other players?
- does it depend on how many players are in the instance? it seems to happen more frequently during peak hours, and less often when I am playing at a time that less players are on.
- or is it just random?
I am able to mail professional fireworks from another alt to get the necessary 5 to set off at the stage, but would like to know if there is something that I am doing wrong, or if there is a way to avoid this issue? it is just annoying. and I remember this happening in previous years.

The easy fix is to reset the counter by dropping the quest and retaking it. Besides mailing, you could also store some extras in the shared bank or get them from the AH or mob farming. I generally just redo the quest because it isn't my fault so I don't want to expend my own resources.
By the way, I think the crate loot is not affected by other players (at least, not by design). The same crate can be looted by me after other players looted it and vice versa. Based on my observation, the crate of the instance can be bugged after being used for a long time.
or rather I was thinking about doing that one time, but did not want to risk being on timer until the next day.
