Jagged Blade's Insight not working

The debuff icon appears on the target, but it does not lower the defense of the enemy:

Without Jagged Blade's Insight being slotted:
Critical Hit! Your Repel deals 102893 (149844) Arcane Damage to Target Dummy (efficiency 0.68)
Critical Hit! Your Repel deals 68139 (149844) Arcane Damage to Target Dummy (deflect, efficiency 0.45)

With Jagged Blade's Insight slotted
Critical Hit! Your Repel deals 68139 (149844) Arcane Damage to Target Dummy. (deflect, efficiency 0.45)
Critical Hit! Your Repel deals 68139 (149844) Arcane Damage to Target Dummy. (deflect, efficiency 0.45)
Critical Hit! Your Repel deals 102893 (149844) Arcane Damage to Target Dummy. (efficiency 0.68)

No other proccs were present in the testing, this is broken for years now, please check on it.
