This is for you to get medallion and illusions from old combat/armour enchantment. It is not for you to buy new stuff using medallion. So, no, you cannot spend medallion in this 'empty store'. The item will show up if you have "qualified" ancient combat/armour enchantment in your inventory.
I believe it does not show everything because it has over 100 different offerings (for each enchantment and various ranks), a lot of scrolling to find the one (or few) enchantment you happen to have.

Oopsie? There was someone trying to buy some enchants with medallions in PE today that could not and I thought this was the tab to buy them. He said he had 51 medallions. I don't know why I or anyone else didn't tell him to buy the r1 choice pack, he was probably looking for them to be listed separately.
Speaking of medallions.... The 40k AD price for one medallion seems to be 10x or more higher than it should be. The price for a rank 1 in the Sage Shop is set by Cryptic at 100k, with rank 1s costing 30 medallions from the Antiquities Vendor, then the medallions 'should be' costing 3333 1/3 AD each, with maybe some extra 'padding' to get it to 3500 or even 4k each, not 40k.

The 40K AD price medallion is not meant for those who have few or no medallion. It is for those who miss one or two medallion to complete a set such as 120. i.e. you happen to have 118 medallions and you need extra 2 to get a rank 4 combat/companion enchantment. Of course, the game does not tell you that.
Also, of course the game also does not tell you that, if you cannot make a set of 60 medallions, it could be better to sell the ancient enchantments in AH and buy rank 1 from Sage shop.
For the person who has 51 medallion, I would not suggest him to get a rank 1 pack. He should consider to get extra 9 medallions to get a rank 2. He can buy ancient enchantment (rank 10 and higher) in AH.

2 different shops.
In sage shop, you buy enchantment using AD. In Anitquities Scholar, you use medallion to get enchantment pack.
To get rank 1 enchantment, sage shop is a way better deal. Of course, you can use 30 medallions to get a rank 1 pack from Anitquities Scholar. However, I consider it is a bad deal and what can you do with the remaining 21 medallions?
What I would do is: buy ancient enchantment from AH that worth 9 medallions. Then, use 60 medallions to get a rank 2 pack.
rank 2 enchantment = rank 1 enchantment + 1 c-mote + regents. The cost of rank 2 enchantment > 2 x the cost of rank 1 enchantment (which is 200K AD from Sage shop).
My suggestion for those who has not exchanged their qualified ancient enchantment to medallion is: 1. Count how many medallion you can get before you actually do the exchange. 2. you should not aim to exchange for a set of 30 (to get a rank 1). You should just buy rank 1 from Sage shop for 100K AD. 3. You should NOT exchange unless you can get a set of 60, 90 or 120. 4. If you miss few (say 1 or 2) to reach 60, 90 or 120, buy qualified ancient enchantment from AH to complete a set and then exchange. Note that AH price goes up and down. I saw 20K AD for a rank 10 yesterday. So, don't just jump to buy them. Monitoring the price a bit. e.g. buying a rank 12 can be a better deal than buying 4 rank 10. 5. If you have the loose ancient enchantments (can't complete a set), sell them in AH. One ancient rank 10 enchantment is posted a 32K AD in AH at this moment. Selling 4 of them allows you to buy one rank 1 from Sage shop and some changes. 4 rank 10 only worth 4 medallions.
