Unable to exchange Weapon Enchantment for Illusion/Medallions with Antiquities Scholar

Bug Report: I tried to exchange my Frost Enchantment, Rank 8, and the vendor displays a message that I don't have enough Rank 9...I wasted a Coalescent Mote to upgrade to Rank 9, and now the scholar displays a message that I don't have enough Rank 10. I cannot exchange this enchantment for the Illusion or Medallions. Was told by support this is a known issue. Please fix (ticket 694953)!
Observed Result: Antiquities Scholar perpetually requires a higher than expected rank for enchantment.
Expected Result: Antiquities Scholar should offer illusion for Rank 8 or illusion and medallions for Rank 9.
