Thursday the servers shutdown for weekly maintenance, about 2 hours on average. The total game size is around 33 GB. They really need to cloud or torrent a game this size. If you want to know traffic between you and the servers, they are located in the suburbs of San Jose, California. You could do a SpeedNet test off any server in that area and it should give you an idea on your download speed.
I've been downloading Neverwinter for a week now. Don't get why it keeps timing out. Is it because I'm using Verizon as my ISP or what?
To download and play game you need get through few steps.
1) Downloading game. You can download game client via ARC, Epic and Steam.
Have time out/fail download happens in this part??
2) When you get either ARC/EPIC or Steam, via it you download innitial game client, a small instalation.
Does time out happens at this part?
3) After downloading innitial game client, you run game Client which then download rest of game files from Update server.
Do your time out happens at this part?
Also you may try download any other mmo game, just to test out do their downloading also fails/times out.

I've downloaded GW2 and it took a while but it did finally all download. As soon as my check comes in I'm going to change ISPs. Maybe that will make a difference.
Maybe it will. I am running Spectrum normally 100 download and 10 upload on average. This comes to me via cable. If you are like my nephew, who lives out of town in the country, there is no cable lines to his area. Then your only resort is to use a cellular or satellite service. However the last time I checked, both Direct TV and Dish don't offer internet though satellite. They run it DSL over your land lines, in which case you may as well sign up for the cheaper AT&T. I am told Hughes Net has horrible speeds and have a steep rate for their prices.
It is both insane and very sad, I live in a nation with decent systems in place, but the US government is lobbied (aka bribed) by the internet providers. They throttle back resources and charge us more when they get more subscribers, which is completely backwards for client, they end up making more money and spending less.

Best of luck picking up a decent ISP.
