Angel Wings Transmute Doesn't Work with new Mythallar Shard Neck Piece

The Angel Wings transmute obtained for 20,000 Zariel's Favors from the store in the Redeemed Citadel does not work as an appearance item while wearing the neck piece (Mythallar Shard) of the new three-piece artifact set from Dragonbone Vale. I have confirmed this problem with other players, so it's not just my toon. Visuals are enabled for the Angel Wings, so it's not user error either. I've never had this problem occur with other artifact set neck pieces with regards to this transmute.
