Well recently someone in my Guild requested that we instated mount speed as a guild boon, my guild being one of the thoughtful ones (and also maybe not? - cuz lemme explain) had revive sickness + group potions selected instead of mount speed. For one thing, it isn't so obvious maybe but when a guild is fully leveled it should be able to offer everything, at least in most common foundations as a Guild is, it should have mount speed as well as the other boons ideally!
But the case in NW is that even at L20, guilds are still made to sacrifice full functionality for a selection of boons that may be, in the end, not very common practice - no doubt this would mean some type of generic make, thus all guilds go a type of make and style, and if someone wants a particular boon they would have to pick a guild that has it - fine but more commonly, guilds at Level 20 should be fully equipped and able to provide all boons instead of a selection that makes it unique. As the guild's are leveling, there could be this type of selections going into the foundations but in a fully leveled and productive guild it is very original to have everything, so any guild member can just use whatever they want without being worried that the guild may not have it.

3. one of the reasons of the restriction was to make guild kind of distinct instead of every guild would be the same. On the other hand, the game is making everyone less customizable. So, who knows? They may want to make SH the same too.
4. In terms of original programming, it would be easier to allow everyone to have all guild boon. Yet, they went through the trouble to make it the other way. Hence, they had their reasons. May be they can be available when they upgrade SH to (say) level 30.

I had told the guild leader about 1-2 months before joining them that I was waiting for them to change alliances before making the full switch to their guild. The guild leader then spent the next 15 minutes trying to convince me to join, saying they're a rank 20 guild with all boons, I didn't care and it didn't make sense, I already decided I was interested in joining them. Guild rank 1 or 20 didn't matter, I didn't know their guild boons or rank when I made the choice. Those things just shouldn't matter.
Problem is, there are so many max ranked guilds now that building one up doesn't have much appeal. There isn't enough you can do with guild strongholds that make it valuable for someone to join a rank 5 guild, that has only 10 active players. Give us the ability to do more inside of the stronghold to personalize it. Boons aren't the answer, its artificial and people join because of stats, heck most guides recommend joining a rank 20 guild because of the IL it gives.
All boon structures should be able to be built. Not being able to build everything creates an artificial problem we have been complaining about forever. Any time a big change comes, like adding movespeed as a guild boon, people then feel they need to waste huge amounts of time and resources or risk losing players.
Expand the inner stronghold, remove the outer stronghold per guild and make it an alliance-wide zone. So many times you have 1-2 people in each guild's stronghold zone doing their daily heroics, just cut out fluff and make it a single area with a transition into each guild's personal stronghold in the center. This opens up for expanding what could be in the stronghold, maybe even allowing small plots for guildies to create their own mini-home/garden/vendor...something. Having your own vendors in the guild plots lets you sell and buy between just your alliance/guild and can place cheaper pricing knowing it will go towards those you want it to.
The inaction on Strongholds is demoralizing. I don’t want a second or third job. I would like to actually play the game instead of just grinding resources. Next mod when all the players rage quit, we are thinking of mothballing the lower levels because now, what’s the point.
Before Strongholds, guilds were about personalities. You chose one based on their reputation; either endgame, casual, pvp, elitist, sociable etc and personalities played a major role. They were all equal in terms of what they offered as they offered nothing other than a community.
With the introduction of guild ranks and corresponding boons, suddenly members were expected to work FOR the guild instead of the other way around. A new form of elitism was introduced where a few guilds had maxed boons and these boons were a HUGE stat source, providing appx 40% of a player's stats at that time - so members put up with some ridiculous demands and/or treatment from leadership.
A few years have passed and now most guilds have maxed boons but the boons themselves have been reduced to such an extent as to be almost irrelevant - apart from a small number of handy exceptions such as mount/movement speed. 3% on power/crit/defence etc isn't worth much and not a reason for being in a guild.
But even though these boons aren't worth nearly as much these days, the cost of ranking a guild up remains just as expensive as when Alliances came out and changing from one boon structure to another is still very expensive. It's all well & good saying that guilds make choices but when Cryptic move the goal posts by changing what a boon does and how much it gives, that's not a guild's fault.
Make ranking guilds much cheaper and open up all boons - so guilds can go back to being about personality and not stat points.
