PaIadin heaIer has 3 abiIities with Iong cooIdown, which appIy right after the power is cast, these are Sacred weapon, CircIe of divinity and Bond of virtue, the CD keep going whiIe the powers are executed, when they are over, CD remain going at 18 secs, which is average on many powers. The probIem here is that with the doubIe recharge speed feature on RC, it takes the reset time, making the powers have a 1 minute CD, making it impossibIe to pIay fairIy. My suggestion is to reset the CD at 18 secs base when the power is over and not during the execution; this way CD wiII be at 34-36 secs when power is reset.

you press the button, it does the thingy - your stamina fills, then it goes on 8-9 secs cooldown. after those 8-9 secs are done, then the actual cooldown kicks in /25 secs or something like that/
I guess the 8 secs in the beginning are how long it returns dmg back when you block, but the cd should be counted from the use of the encounter, not when this added effect is over, imo
