Siege of Neverwinter quest

Accepted the Send Aid to Neverwinter quest in the stronghold but there appear to be no guards. checked the usual places, switched strongholds cause they sometimes glitch but no guards anywhere.

    I have encountered this bug as well. There are no guards to recruit in any of the locations they previously stood, or anywhere in the stronghold that I can find. I have tried on 2 different characters in two different alliances, at several different strongholds in each alliance. I have also tried leaving the stronghold and coming back to see if they spawn, which they do not.
    Repro steps
    1. Transfer to Stronghold
    2. Accept quest "Send Aid to Neverwinter" from Master of Coin
    3. Look for guards
    Expected result:
    Find NPC guards with yellow diamond over their heads standing in certain locations around stronghold

    Observed result:
    Find NO NPC guards with yellow diamonds. There are still a few guards in standard locations, but the ones that are generated for the quest (as observed in previous Siege events) do not exist. No guards can be recruited.

    Each day this bug exists, is a day lost to be able to earn vouchers for guilds. This makes Siege of Neverwinter a much less enjoyable experience. Many guilds rely on Siege of Neverwinter events to help gain guild resources, build or expand structures, and level up the guild hall.
