Glitch in Artifacts and Insignias Quest

Hello. Not sure if Im posting this in the right place or not.

I'm a level 17 dragon born cleric. Trying to do the Artifacts and Insignia quest. Only I never got the wooden insignia to upgrade. Now I'm stuck on the last step of the quest. I cant up grade my artifact and I can't get past the upgrade insignia part. I put in an item ticket. Not sure if that was the right ticket.

Can someone please help me?

    I assume you've thoroughly searched through all of your bags, including resorting and relooking? If so, have you tried abandoning & re-accepting the quest?

    Also, just to make sure - you didn't equip it to a mount? I'm not actually sure that's possible, but worth an ask.

    The quest will not let me abandon it. I've sorted my bags in every way I could. Including removing any unneeded bags and items.
    After the equip question I checked my mounts. No, it's not on them. I just never got the wooden insignia.
