Oathkeeper Power Adjustments

A message to the developers:
Oathkeeper needs some adjustments, as you all know. I hope you're going to try something a little bit different.

For the rest:

Make a post saying the one power on oathkeeper you think is most in need of an update and why. You can also feel free to make a suggestion on how to change it.

Please keep the thread on topic. No suggesting changes to the other paragon.

    Sanctuary is much worse compared to other healers' daily powers. All the other healers can use a daily power (I mean those dailies that heal a lot) and encounter powers at the same time, as well as move and dodge attacks, while Oathkeeper cannot.
