Horror Revisited won't complete

I have finished horrors revisited (twice) now. At the end it says speak to theradisar in new sharandar. I take the portal to leave the instance and it says enter illifarn ruins..and the entire thing has reset

The quest marker is wrong. When you accept the quest, a portal spawns on the other sides of the stairs to Etrien. Going through the portal lets you complete the quest. If you follow the quest path to the ruins again, you'll just get stuck in a loop.
