Have to agree to terms of service constantly

in Bug Reports (PC)
Every time I log in it prompts me to agree to terms of service. It also says they haven't been updated in a while. Why is this happening? Feels like a bug.

    I get it when I go back and forth between Neverwinter and Magic the Gathering.
