It's not built in, unfortunately. My wife uses a third party program called reWASD, it just uses the controller to input the keys that Neverwinter uses. Comes with a default NW layout and has a free trial.

Is it possible to use a PlayStation style controller instead if a mouse?
My wife has issues at times and uses a PS3 USB wired controller, all of these are plug & play no driver needed. @eladonwarps#6040 is correct in the fact there is no Joystick setup for this game. There is a piece of old freeware floating around on the internet. JoytoKey 3.79 was the last version written as "freeware" and higher versions have all gone commercial since then. This is easy to setup and simply converts joystick commands to keyboard and mouse.
I use Joytokey (binds keys to controller though there are many) and DS4 for the drivers etc ( i don't like steams so called drivers) And everything works perfectly fine.
Thanks for the update on the freeware @dyrleyn I will be sure to add it to my suggestions for games that don't support game pads.
To those who want or need to know, setting up WASD for movement to the analog thumbstick will not be "true" analog. As the game uses on/off keys (binary) it will not be as in Splintercell and other games were you can creep or go to 100% running. Your camera will function well as it is going from analog mouse to analog thumbstick. My wife owns a PowerA PS3 USB wired controller (they are very cheap). In the past, she had carpel tunnel surgery on both wrists.
A good thing about these controllers is they have your hands, palms facing each other, which is more natural than sitting like a praying mantis at a keyboard. Ergonomics is very important, to your health and well being. I am sure you can find plenty of information on how best to layout the buttons for this game.
